Flood Relief Camps in Bihar

Some of the notes on Bihar relief camps:
1.) Registration: All the people housed in the camp should be registered. The details of the registration should cover the complete information related to the person. To facilitate this we can take the help of anganwadi supervisors and staff/citizens / rescue volunteers/literacy and SSA officers/ teachers/staff of panchayat

2.) Cooked food: All flood affected people should be served food two times a day. For this, ordinary rice should be used. Relief supplies will include rice and atta which can be made use of. Other than that you will also need daal, vegetables, oil, etc. Make an attempt to make use of self-help groups to cook and manage food distribution.
To prepare the food you would need help of cooks. Make use of men and women in the camp who are good at this and these people can be paid a designated amount by the planning department. Cooked food should be clean and nutritious. Make sure that any cost you don't serve stale food.

3.) Dhurries/Mattresses - All the stationed people in the camp will be provided with dhurries/mattresses

4.) Clothing: According to CRF Section Letter 2462 dated 12th August 2007 prescribed cost No:1(d), every family which has lost their house and belongings in the flood can be provided with Rs. 1000/- per family. This money can be utilized by the affected family to buy necessary clothing.

5.) Milk for children: Children upto 5 years will be provided with milk through CUMFED twice a day, morning and evening

6.) Lighting: Camp should have sufficient amount of lighting. For this diesel/kerosene generator or kerosene lanterns can be used.

7.) Drinking water, Temporary toilets, Sanitation: There should be separate toilets for men and women. There should be soap, detergent powder, phenol and other supplies for cleaning. This task will be managed by Public Health Department. Help of voluntary organisations can also be taken in this regard.

8.) Health and medical treatment: Camp will have medicines along with a doctor and a health worker.

9.) Safety measures: To avert accidents, a good number of security forces will be present in the camp

10.) Communication arrangements: The camp will have relevant facilities to receive and provide information for smooth communication of relevant matters

11.) Standard Rates: Below are the prescribed rates and standards

1.) Cooked food:

a.) 2 times a day, (morning and evening) for stationed people
b.) Rice distributed to district centers free of cost for relief will be used
c.) For an adult rice amount will be 500 grams per person, and 200 grams for children per day. Daal is 100 grams a day.
d.) Vegetable: 200 grams of potato per person per day
e.) Oil, fuel etc. 10/- Rs. per person per day
f.) People who would be cooking would be provided with compensation at the rates designated by the Labour and Planning Dept.
g.) Cost of Daal, oil, vegetable, fuel will be decided by the local business committee

2.) Lighting
a.) Generators can be rented for lighting purposes.
b.) Rental of the generator will be decided by district-level business committee
c.) Estimated amount of diesel required per month is 100 litres
d.) As per necessity, lanterns as well as kerosene lamps will be used, the accounts for which will be kept by district officers.
3.) Dhurries/Mattresses:

a. ) These would be sourced from government organisations/ voluntary organisations or other sources
b.) In case of unavailability, district officer will procure these as per guidelines


4.) Milk for children:

a.) For children aged upto 5 years, milk will be provided through CUMFED.
b.) Accounts of the actual amount of milk powder utilized will be maintained by CUMFED

5.) Clothing

a.) According to CRF Section Letter 2462 dated 12th August 2007 prescribed cost No:1(d), every family which has lost their house and belongings in the flood can be provided with Rs. 1000/- per family. This money can be utilized by the affected family to buy necessary clothing.

a.) These would be arranged by Public Health Department, the expenses for which would be provided by relief management department

a.) These would be arranged by Health Department, the expenses for which would be provided by relief management department
8.) Communication
a.) Telephone-related expenditures will be accounted for through CRF

9.) Camp management:


a.) Transportation as well as incidental costs as required


The above standard rates apply from the date of this order



12.) Stationary/Registration: The officer in charge would be provided with following
a.) Stationary expenses
b.) There will be a regsiter of items that are recieved that are received at the camp or sent out of the camp. This would be controlled/authorized by offier-in-charge
c.) Food would be provided only to registered persons. This must be ensured. There will be a separate registry for people who would be provided with food and this will be verified by camp officer-in-charge every day.
d.) Keep an account for all the milk powder supplied by CUMFED. Payment to CUMFED will be on the basis of these accounts. The milk provided to children will be accounted and this will be verified by camp-in-charge officer every day.
e.) Resources provided by government organisations or voluntary organisations or other sources can be utilized to run the camp. A separate account of these will be kept by camp officer in charge.


Expenditures incurred on camp management would be accounted for under the following headings:
